According to a report at Stuff, the IMF in a review of the NZ economy notes:-
The IMF notes that the combined effect of tax cuts announced before the global financial crisis hit, and the infrastructure spending announced by the government to counter the crisis last year, New Zealand experienced one of the largest fiscal stimulus packages in the western world.
Yet Adam seems to recall David Cunliffe and Shrill Phil proclaiming that compared to other countries Key and English were guilty of being niggardly on stimulating the economy and that they should do more. Indeed, when Key said his government were providing one of the largest stimulus package, Cunliffe and Shrill Phil effectively accused him of ‘mis-speaking’.
Yet it would now appear, per the IMF that it was Cunliffe and Shtill Phil who mis-spoke. Oh, dear strangers to the truth yet again!

It was the Brash effect – the bribes made to win the 2005 election which did the real damage. Graphs of government expenditure show a modest incline from 1999 and then it shoots up from 2005.
