Oh dear!


From a Stuff article dealing with GST on overseas online purchases comes this item re a new IT system for Customs:

The first JBMS tranche is three months late and $14m over its $75m budget, but Customs officials said the computer project had only a “miniscule” chance of failure and they hoped the governance of the project could become a model for other major public sector information technology initiatives.

By some criteria such as budget and timeline, many would suggest the project has failed before it goes live. Presumably ‘success’ is being defined as being operational in a functioning manner. It would be interesting to know what impact Novopay has had on this project.

Questions should be asked regarding reasons for cost increase and impact of delay and costs on benefit realisation.
