Value for money

This was compounded by his most recent report, just released and the subject of a most damming critique.
So where was Treasury when all this was happening. Why were they not safeguarding the public interest?
Did the government, cue media horror (sarcasm), ride roughshod over concerns?

Who received the money? Is there criminality, or just incompetence, waste and all around stupidity. What is being done to stop this happening again.
